Materials designated as waste must be fully characterised prior to acceptance for disposal. It must be determined prior to disposal whether a waste is classified as hazardous or non-hazardous. Classification assesses the composition of the waste and determines the concentrations of any hazardous substances present.

Basic characterisation requires solids testing for potential contaminants, derived from the knowledge of site history, and determines the most appropriate EWC code to be used to classify the waste.
